Film development in the Midlands is at a crucial stage. Part of this development requires professional planning in advance of the delivery of programmes of scale. Development around the expansion of the Still Voices Short Film Festival is a crucial part of Midlands Film development. For this reason in 2020 (July - December 2020), Westmeath Creative Ireland has supported expanding on the success of this Festival.

Westmeath has grown its involvement with the festival thanks to support from Creative Ireland over the past 2 years.

For the first phase of planning (July - Dec), discussions and negotiations are taking place with a new number of key bodies including 

• local authorities 
• distributors 
• venue hosts 
• potential guests
